A while back I noticed some of the led lights not completely dark, it might be half dark sometimes then other times appear all on but super dim. Yes, I did google it and there is an explanation but I don’t recall the details and have already decided on an easy for me solution.
Solution:
I will use the existing timer controller and have it turn on/off a 2 pole relay to disconnect the hot and neutral circuit completely shutting lights off.
Will be making sure relay is sized for the load.
Update: Finished build, altered do to parts available.

It could be a few things. I hat I would try is.
1- Bond the neutral see if that changes it. (Displaces stored low voltage energy quicker)
2- Possible electromagnetic pickup from zip ties. Although the wiring looks great spread that shit out a little lol.
3- Unplug the lights from the receptacle asap after timer power off. If the light goes off completely the issue could be in the timer/contact/or switch.

Thanks for the reply.
Problem was in the timer, seems allot of the cheaper timers will do it. What you see is my solution, works great. And, your correct I believe binding neutral ground at the plug would also fix it. Can’t remember how they measured when trouble shooting.
What happens is the start circuit in the ballast never completely powers off randomly and keeps most of the led’s charged to cause a faint glow.
The solution was to break both hot and neutral when powering off, most devices only break the hot leaving the neutral connected, the neutral was the problem.
I plan to run all lights on 220v at some point so using relays to control lighting power from now on.
